II All-Ukrainian Local Self-Governance Forum was held in Lviv

On 27-28 March 2014 the city of Lviv hosted II All-Ukrainian Local Self-Governance Forum organised jointly by Lviv City Council, City Institute (Lviv), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Office of the Council of Europe in Ukraine, UNDP in Ukraine, Ukraine Municipal Local Economic Development Programme (MLED) and Lviv Regional Branch of the Association of Ukrainian Cities (AUC).

The event was attended by more than 200 participants – the Ministers of the Cabinet of Ministers of Ukraine, ambassadors of European states, mayors of Ukrainian and foreign cities, representatives of diplomatic missions, Ukrainian cities of oblast and rayon subordinance, Ukrainian and international experts on local self-governance, representatives of international organisations including the Improvement of Municipal Services in Ukraine Project.

This year the Forum was focused on broadening the powers of local self-government authorities in the spheres of local economic development, financing and e-governance. Inter alia, significant attention was paid to the involvement of civil society in solving local problems and the transparent work of local self-governments. One of key messages of the Forum was the necessity for political and economic decentralisation as a fundamental system change to reach healthy and stable democracy in Ukraine.

The Forum resulted in a newly-developed ‘road map’, which will help the Ukrainian government to make legislative changes necessary for the sustainable development of local self-governance.

During the Forum the participants have elaborated common view and coordinated further actions of Ukrainian local authorities, created a platform for dialogue among the representatives of local authorities and central government in Ukraine and adopted a Resolution of mayors of Ukrainian cities towards central government authorities, which will be forwarded to the President of Ukraine, the Cabinet of Ministers, the Parliament of Ukraine and international community.
